FAW Panel Updates

A Football Association of Wales Disciplinary Panel met to consider the following matters.

14 August 2023

Charge

The charge against David Rimmer for the Disciplinary Offence as set out under FAW Rule 38.1.9, for his alleged use of offensive and/or insulting and/or abusive language and/or threatening behaviour towards the Match Officials immediately after the Ardal South West League fixture, Treharris Atheltic Western FC vs Garden Village FC played 25th May 2023.

Decision

The charge was found not proven.  


Charge

The charge against Mr Elsey for the Disciplinary Offence as set out under FAW Rule 38.1.9, for his alleged use of offensive and/or insulting and/or abusive language and/or threatening behaviour towards the Match Officials immediately after the Ardal South West League fixture, Treharris Athletic Western FC vs Garden Village FC played 25th May 2023.

Decision

The charge was found proven. The Panel imposed upon Gary Elsey a 3 match GROUND SUSPENSION across all competitions and a fine of £120.00. The Panel also ordered that Mr Elsey should pay costs totalling £57.50.

Appeal

The appeal submitted by Hamsa Mohamed against the decision taken by the SWFA to find proven the Disciplinary Offence set out under Standard Rule 24.1.9. for Mr Mohamed’s “failure to conduct himself in a proper manner in making comments using language of an offensive or insulting or abusive nature and/or which was contemptuous, discriminatory or denigratory, pursuant to the FAW’s Non- Discrimination Regulations, whilst attending Trebanog FC v AFC Butetown, Highadmit South Wales Alliance League Division 1, Rd. 15 Fixture on the 18th of February 2023”.

Decision

The appeal was upheld fully. The charge was found not proven and therefore Hamsa Mohamed would not be subject to the sanctions imposed upon him by SWFA. The appeal fee was returned to Mr Mohamed.


Appeal

The appeal submitted by AFC Butetown (now Cardiff Bay Warriors), against the decision taken by the SWFA to find proven the Disciplinary Offence as set out under Standard Rule 24.1.9. for “failure of the coaches to conduct themselves in a proper manner in making comments using language of an offensive or insulting or abusive nature and/or which was contemptuous, discriminatory or denigratory, pursuant to the FAW’s Non-Discrimination Regulations, whilst attending Trebanog FC v AFC Butetown, Highadmit South Wales Alliance League Division 1, Rd. 15 Fixture on the 18th of February 2023.”

Decision

The appeal was upheld. The charge was found not proven and therefore the sanctions imposed upon AFC Butetown would no longer apply. The Appeal fee was returned to the AFC Butetown.

Charge

(i)The charge against Flint Town United FC for the Disciplinary Offence as set out under FAW Rule 38.1.13 for the alleged failure of its spectators to conduct themselves in an orderly fashion or fail to refrain from violence, threatening, abusive, obscene or provocative behaviour, conduct or language during the first half of the JD Cymru Premier 2022/23 Play Off Conference fixture between Flint Town United FC – Caernarfon Town FC, played 8th April 2023.

(ii)The charge against Flint Town United FC for the Disciplinary Offence as set out under FAW Rule 38.1.13B for its alleged failure to prevent the consumption of alcohol in any outdoor area of a home ground when any form of football is being played or practiced other than within the designated outdoor area, during the JD Cymru Premier 2022/23 Play Off Conference fixture between Flint Town United FC – Caernarfon Town FC, played 8th April 2023.

Decision

Both charges were found proven. In relation to charge (i), the Panel imposed upon Flint Town United FC a fine of £1500.00, £700.00 of which is suspended for the 2023/24 season and will only be payable should it be proven that Flint Town United FC have committed a further breach of failure to control their spectators under FAW Rule 38.1.13 during the 2023/24 season. In relation to charge (ii), the Panel imposed a fine of £300.00.

The Panel also ordered Flint United to pay costs totalling £275.00.


Charge

The charge against Caernarfon  Town FC for the Disciplinary Offence as set out under FAW Rule 38.1.13 for the alleged failure of its spectators to conduct themselves in an orderly fashion or fail to refrain from violence, threatening, abusive, obscene or provocative behaviour, conduct or language during the first half of the JD Cymru Premier 2022/23 Play Off Conference fixture between Flint Town United FC – Caernarfon Town FC, played 8th April 2023.

Decision

The Panel imposed upon Caernarfon Town FC a fine of £900.00, £400.00 of which is suspended for the 2023/24 season and will only be payable should it be proven that Caernarfon Town FC have committed a further breach of failure to control their spectators under FAW Rule 38.1.13 during the 2023/24 season.

The Panel also ordered Caernarfon Town FC to pay costs of £15.00.

19 July 2023

Appeal

The appeal submitted by Sam Birchall against the decision of the NWCFA to find three charges proven in relation to alleged violent conduct, conduct bringing the game of Association Football or the Association into disrepute, and a breach of the NWCFA Safeguarding Policy and Players Code of Conduct. The appeal also related to the subsequent decision to impose a suspension from all football related activity for a total of 3-years with no review and fined a total of £550.00.

Decision

The Appeal was upheld in full. All matters were found not proven and the sanctions imposed no longer apply.  The Appeal fee was returned to Sam Birchall.

18 July 2023

Appeal

The Appeal by CPD Pentraeth against the decision made by the North Wales Coast Football Association to reject the club’s request to remain in the NWC West FL Premier Division (Tier 4) for the upcoming 2023/24 season.

Decision

The Appeal was upheld. The decision taken by the NWCFA in relation to the relegation of CPD Pentraeth would not stand and CPD Pentraeth would remain in NWC West FL Premier Division (Tier 4) for the 2023/24 season. The Appeal fee was returned to the party.


Appeal

The appeal by Amlwch Town FC against the decision made by the North Wales Coast Football Association to reject the club’s request to be relegated from NWC West FL Premier Division (Tier 4), ahead of the commencement of the 2023/24 season.

Decision

The appeal was dismissed. As such, the decision taken by the North Wales Coast Football Association will stand and Amlwch Town FC shall remain in NWC West FL Premier Division (Tier 4) for the upcoming2023/24 season. The appeal fee was forfeited.

Charge

The charge against Denbigh Town FC for the disciplinary offence under FAW Rule 38.1.13 for the alleged failure of its spectators to conduct themselves in an orderly fashion or fail to refrain from violence, threatening, abusive, obscene or provocative behaviour, conduct or language during the first half of the Lock Stock Ardal North West League 22/23 fixture between Denbigh Town FC – CPD Bangor 1876, played 24th February 2023.

Decision

The charge was found proven. The Panel imposed upon Denbigh Town FC a fine of £180.00, of which £100.00 would be suspended  until the end of the 2023/24 season and would only be payable should Denbigh Town FC commit a further offence under FAW Rule 38.1.13 during that time. The Panel also imposed costs of £25.00.


Charge

(i) The charge against CPD Bangor 1876 for the Disciplinary Offence as set out under FAW Rule 38.1.13 for the alleged failure of its spectators to conduct themselves in an orderly fashion or fail to refrain from violence, threatening, abusive, obscene or provocative behaviour, conduct or language during the first half of the Lock Stock Ardal North West League 22/23 fixture between Denbigh Town FC – CPD Bangor 1876, played 24th February 2023.

ii) The charge against CPD Bangor 1876 for the Disciplinary Offence as set out under FAW Rule 38.1.15, in that its supporters allegedly had in their possession flares, smoke bombs or other pyrotechnic devices and/or ignited or otherwise set off a flare, smoke bomb or other pyrotechnic device during the 8th minute of the Lock Stock Ardal North West League 22/23 fixture between Denbigh Town FC and CPD Bangor 1876, played Saturday 24th February 2023.

iii) The charge against CPD Bangor 1876 for the Disciplinary Offence as set out under FAW Rule 38.1.15, in that its supporters allegedly had in their possession flares, smoke bombs or other pyrotechnic devices and/or ignited or otherwise set off a flare ,smoke bomb or other pyrotechnic device during the 21st minute of the Lock Stock Ardal North West League 22/23 fixture between Denbigh Town FC and CPD Bangor 1876, played Saturday 24th February 2023.

iv) The charge against CPD Bangor 1876 for the Disciplinary Offence as set out under FAW Rule 38.1.15, in that its supporters allegedly had in their possession flares, smoke bombs or other pyrotechnic devices and/or ignited or otherwise set off and/or threw a flare, smoke bomb or other pyrotechnic device towards the end of the Lock Stock Ardal North West League 22/23 fixture between Denbigh Town FC and CPD Bangor 1876, played Saturday 24th February 2023.

Decision

All charges were found proven. In respect of charge (i), the Panel imposed upon CPD Bangor 1876 a fine of £180. In respect of the remaining 3 charges the Panel imposed a fine of £225.00 for each charge, therefore totalling £675.00. However, £375.00 would be suspended until the end of the 2023/24 season and would only become payable should it be proven that CPD Bangor 1876 have committed a further offence contrary to FAW Rule 38.1.15 during the 2023/24 season.

The panel also imposed costs of £15.00.

Charge

The charge against Stephen Wyn Jones for the Disciplinary offence as set out under FAW Rule 38.1.9 for making comments in a WhatsApp conversation on 7th and 8th November 2022 that were likely to bring the game of Association Football, or the Association, into disrepute.

Decision

The charge was found proven. The Panel imposed upon Stephen Wyn Jones a suspension from any involvement in Association Football for 12 months, until 4.00pm on 10th July 2024.  The Panel also imposed a fine of £240.00 and costs of £15.00.

*Stephen Wyn Jones has lodged an appeal against the sanction imposed.

Appeal

The Appeal by West End United FC against the decision made by the West Wales Football Association to find proven a charge against the club’s supporters for offending the dignity of the opponents with discriminatory words and comments.

Decision

The Appeal was dismissed and the decision of the West Wales Football Association upheld. The financial sanctions imposed were upheld. The appeal fee was forfeited.


Appeal

The Appeal by Evans & Williams FC against the financial sanction imposed by the West Wales Football Association after finding proven the charge against the players and coaches of the club’s U14’s team for offending the dignity of the match referee in the game Carmarthen Stars v Evans & Williams played on 22 April 2023

Decision

The Appeal was partially upheld. The Panel decided to suspend half of the original £750.00 fine imposed by the West Wales FA, for a period of 12-months and would only be payable if the club breached the FAW Non-Discrimination Regulations during that period. Evans & Williams FC therefore are to pay £375.00. The requirement that the club’s u14s players and club officials complete a Challenging Discrimination in Football Workshop remains.  The appeal fee was partially refunded.


Appeal

The Appeal by Evans & Williams FC on behalf of an u18s player against the decision made by the West Wales Football Association to find proven the charge against him for offending the dignity of the match referee during the game Carmarthen Stars v Evans & Williams played on 22nd April 2023.

Decision

The Appeal was partially upheld. Two of the original ten match suspension imposed by the West Wales FA, would be suspended for a period of 12-months and will only be served if the player is proved to have committed a further offence contrary to the FAW Non-Discrimination Regulations during that time. The player is also required to complete a Challenging Discrimination in Football workshop. The appeal fee was forfeited.

Charge

(i)The charge against Prestatyn Town FC or the Disciplinary Offence as set out under FAW Rule 38.1.14 for the alleged encroachment of the pitch area by its supporters in the JD Cymru North 2022/23 fixture between Penrhyncoch FC v Prestatyn Town FC played on 18th February 2023.

(ii)The charge against Prestatyn Town FC for the Disciplinary Offence as set out under FAW Rule 38.1.13 for the alleged failure of the Club’s players and Club Officials to conduct themselves in an orderly fashion or refrain from violence, threatening, abusive obscene or provocative behaviour, conduct or language at the JD Cymru North 2022/23 fixture between Penrhyncoch FC v Prestatyn Town FC played on 18th February 2023.

Decision

Both charges against Prestatyn Town FC were found proven.

In relation to charge (i), the Panel imposed upon Prestatyn Town a fine of £600.00. However, £300.00 of that fine shall be suspended until the end of the 2023/24 season and will only be payable should it be found proven that Prestatyn Town have breached FAW Rule 38.1.14 during that period. In relation to charge (ii), the Panel imposed a fine of £120.00.

The Panel also imposed costs of £15.00.


Charge

The charge against Gari Lewis for the Disciplinary Offence as set out under FAW Rule 38.1.9, for alleged violent conduct during the JD Cymru North fixture, Penrhyncoch FC v Prestatyn Town FC, played on 18th February 2023.

Decision

The charge was found proven. The Panel imposed upon Mr Lewis a fine of £225.00 and a 4 match suspension from all adult football. However, £125.00 of the fine shall be suspended until the end of the 2023/24 season and will only be payable should it be found proven that Gari Lewis has breached Rule 38.1.9 during that period.

The Panel also imposed costs of £25.00.


Charge

(i) The charge against Owain James for the Disciplinary Offence as set out under FAW Rule 38.1.9, for alleged violent conduct during the JD Cymru North fixture, Penrhyncoch FC v Prestatyn Town FC, played on 18th February 2023.

(ii) The charge against Owain James for the Disciplinary Offence as set out under FAW Rule 38.1.1, for the alleged breach of the match suspension imposed upon him on 11th February 2023 under clause 6(a) (i)& (iv) of the Disciplinary Procedures Concerning Field Offences in League Matches Only for entering the field of play after the match and/or having immediate contact with Players and/or Club Officials after the JD Cymru North fixture, Penrhyncoch FC v Prestatyn Town FC, played on 18th February 2023 whilst serving a 1 match suspension imposed on 11th February 2023.

Decision

Both charges were found proven. In relation to charge (i), the Panel imposed upon Owain James a FOUR (4) MATCH SUSPENSION from all adult football, and a fine of £225.00. However, £125.00 of that fine shall be suspended until the end of the 2023/24 season and will only be payable should it be found proven that Owain James has breached Rule 38.1.9 during that period.

In relation to charge (ii), the Panel imposed upon Mr. James a TWO (2) MATCH SUSPENSION from all adult football.

The Panel also imposed costs of £25.00.


Charge

(i)The charge against Kyle Parle for the Disciplinary Offence as set out under FAW Rule 38.1.9, for his alleged violent conduct during the JD Cymru North fixture, Penrhyncoch FC v Prestatyn Town FC, played on 18th February 2023.

(ii)The charge against Kyle Parle for the Disciplinary Offence as set out under FAW Rule 38.1.14 for his alleged encroachment of the pitch area during the JD Cymru North 2022/23 fixture Penrhyncoch FC v Prestatyn Town FC played on 18th February 2023.

Decision

Both charges were found proven.

In relation to charge (i), the Panel imposed upon Kyle Parle a a FOUR (4) MATCH SUSPENSION from all adult football and a fine of £225.00. However, £125.00 of that fine shall be suspended until the end of the 2023/24 season and will only come into effect should it be found proven that Kyle Parle has breached Rule 38.1.9 during that period. In relation to charge (ii), Kyle Parle shall be subject to a TWO (2) MATCH SUSPENSION from all adult football and shall be fined £120.00.

Such that, in total, Kyle Parle shall be subject to a SIX (6) MATCH SUSPENSION from all adult football and a fine of £220.00.

The Panel also imposed costs of £25.00.


Charge

The charge against Connor Whelan for the Disciplinary Offence as set out under FAW Rule 38.1.9, for his alleged violent conduct during the JD Cymru North fixture, Penrhyncoch FC v Prestatyn Town FC, played on 18th February 2023.

Decision

The charge was found proven. The Panel imposed upon Mr Whelan a 4 MATCH SUSPENSION from all adult’s football and a fine of £225.00. However, £125.00 of that fine would be suspended until the end of the 2023/24 season and would only be payable should it be found proven that Connor Whelan has breached Rule 38.1.9 during that period.

The Panel imposed costs of £25.00.


Charge

 (i) The charge against Penrhyncoch FC for the Disciplinary Offence as set out under FAW Rule 38.1.14 for the alleged encroachment of the pitch area by its supporters in the JD Cymru North 2022/23 fixture between Penrhyncoch FC v Prestatyn Town FC played on 18th February 2023.

(ii) the charge against Penrhyncoch FC for the Disciplinary Offence as set out under FAW Rule 38.1.13 for the alleged failure of the Club’s players and Club Officials to conduct themselves in an orderly fashion or refrain from violence, threatening, abusive obscene or provocative behaviour, conduct or language at the JD Cymru North 2022/23 fixture between Penrhyncoch FC v Prestatyn Town FC played on 18th February 2023.

Decision

Both charges were found proven. In relation to charge (i), the Panel imposed upon Penrhyncoch FC a fine of £600.00. However, £300.00 of that fine would be suspended until the end of the 2023/24 season and would only be payable should it be found proven that Penrhyncoch FC have breached FAW Rule 38.1.13 during that period. In relation to charge (ii), the Panel imposed a fine of £120.00.

The Panel also ordered costs of £25.00.

Charge

The charge against Mike Gadie for the Disciplinary Offence as set out under FAW Rule 38.1.1, for his alleged breach of the touchline suspension imposed upon him on 28th March 2023 under clause 7(a)(i) of the Disciplinary Procedures Concerning Field Offences in League Matches Only, for entering the field of play and for engaging with the match officials whilst they were on the field of play in the Lock Stock Ardal North West League fixture, Llay Welfare FC v Nantlle Vale FC played 8th April 2023, whilst serving a one-match Touchline Suspension incurred on 28th March 2023.

Decision

The charge was found proven. The Panel imposed upon Mr Gadie a three-match suspension, one match of which will be suspended for six months and will only come into effect should Mike Gadie breach any other period of suspension up to and including 26th December 2023.

The Panel imposed costs of £15.00.


Charge

The charge against Cefn Albion, pursuant to clause 8(a) of the FAW’s “Disciplinary Procedures Concerning Field Offences in League Matches only – Players and Team Officials” for the Disciplinary Offence as set under FAW Rule 38.1.1, in that the club’s players and team officials received six or more cards in a match (4 yellow cards, 2 red cards) in Lockstock Ardal North West League 22/23 Play Off fixture, Bangor 1876 FC – Cefn Albion FC played 27th May 2023.

Decision

The charge was found proven. The Panel imposed upon Cefn Albion FC a fine of £180.00 and costs of £15.00.


Charge

The charge against Nicholas Hughes for the Disciplinary Offence as set out under FAW Rule 38.1.9, for his alleged violent conduct at the JD Cymru North 2022/23 fixture between Colwyn Bay FC – Holywell Town FC, played 25th March 2023.

Decision

The charge was found proven. The Panel imposed upon Mr Hughes a fine of £225.00 and an Eight (8) week ground suspension across all grounds in Welsh football. Costs of £15.00 were also imposed upon Mr Hughes.


Charge

The charge against Stephen Fisher, pursuant to clause 3.1.9 of the FAW’s Non-Discrimination Regulations, for the Disciplinary Offence as set out under FAW Rule 38.1.1, for allegedly offending the dignity of a person and/or group of persons and/or any country either directly or indirectly through contemptuous, discriminatory or denigratory words or actions concerning sexual orientation in the JD Cymru Premier 2022/23 Championship Conference fixture Penybont FC v Bala Town FC, played on 25th March 2023.

Decision

The charge was found proven. The Panel imposed upon Mr Fisher a fine of £750.00, £500.00 of which shall be suspended for 12 months and shall only be payable should it be found proven that Stephen Fisher has breached the FAW’s Non- Discrimination Regulations up to and including 26th June 2024. Mr Fisher shall also be subject to a 10-match suspension from all adult football, five matches of which shall be suspended for 12 months and will only come into effect should it be found proven that Stephen Fisher has breached the FAW’s Non-Discrimination Regulations up to and including 26th June 2024.

Costs of £15.00 were imposed upon Mr. Fisher.

Appeal

(i) The appeal by Carnetown FC against the decision of the South Wales FA not to hear an appeal lodged by Carnetown FC against the decision imposed by the Cynon Rhondda Merthyr Junior Football League to deduct from Carnetown FC, a total of 18 points, 9 of which were deducted from the Blue “Qualifying” League, and 9 from the Gold “Finals” League.

(ii) If, and only if, the appeal outlined at (i) above is allowed, the appeal by Carnetown FC against the decision imposed by the Cynon Rhondda Merthyr Junior Football League to deduct from Carnetown FC, a total of 18 points, 9 of which were deducted from the Blue “Qualifying” League, and 9 from the Gold “Finals” League.

Decision

That the appeal by Carnetown FC against the decision of the SWFA not to hear the appeal against the decision of the Cynon Rhondda Merthyr Football League be dismissed.  Therefore, the Panel could not hear the appeal by Carnetown FC against the decision of the Cynon Rhondda Merthyr Football League to split the points deduction across the Blue and Gold League.

The appeal fee paid by Carnetown FC was to be retained and no costs order was made.

Charge

The charge against Port Talbot Town FC pursuant to clause 8(a) of the FAW’s “Disciplinary Procedures Concerning Field Offences in League Matches only – Players and Team Officials” for the Disciplinary Offence as set under FAW Rule 38.1.1, in that the club’s players and team officials received seven or more cards in a match (6 yellow cards, 1 red card) in the Ardal South West League 22/23 fixture between Cardiff Draconians FC – Port Talbot Town FC, played on 20th May 2023.

Decision

The charge was found proven. The panel imposed upon Port Talbot FC a fine of £250.00 and costs of £15.00.


Charge

i.   The charge against Kinmel Bay FC for the Disciplinary Offence as set out under FAW Rule.

38.1.1 for the alleged breach of FAW Rule 68 read in conjunction with Article 1, Paragraph 5 of the FIFA Regulations on the Status and Transfer of Players. In that on or around 3rd November 2022 the Club allegedly registered a player without first receiving an International Transfer Certificate.

ii.   The charge against Kinmel Bay FC for the Disciplinary Offence as set out under FAW Rule.

38.1.1 for the alleged breach of Article 19, Paragraph 4 of FIFA Regulations on the Status and Transfer of Players in that the Club registered a Minor Player, on or around 3rd November 2022 without first obtaining the approval of the subcommittee appointed by the FIFA Players’ Status Committee for the international transfer of a Minor Player.

iii.  The charge against Kinmel Bay FC for the Disciplinary Offence as set out under FAW Rule.

38.1.2 for the alleged breach of Rhyl and District Junior Football League Rule 1.18.1 for allegedly allowing a player to participate in six fixtures in the Rhyl and District Junior League whilst ineligible.

Decision

All charges were found proven. The Panel imposed upon Kinmel Bay FC a fine of £105.00 in relation to both charges (i) and (ii). A fine of £120.00 was imposed by the Panel in relation to charge (iii). As such, the Panel imposed upon Knimel Bay FC a total fine of £330.00. However, it was decided that £105.00 would be suspended until the end of the 2023/24 playing season.

Kinmel Bay FC were also subject to an eighteen (18) points deduction from their Rhyl and District Junior League U15/16 – 2022/23 record.

The Panel also imposed costs of £15.00.


Charge

The charge against Bennett Williams pursuant to the Regulations Governing Assaults on Match Officials, for the Disciplinary Offence as set out under FAW Rule 38.1.1, for his alleged threatening and/or intimidating conduct towards the match referee in which contact was made, namely that he struck the referee with the ball during the FAW Reserve League North East 22/23 fixture, The New Saints FC U21s – Gresford Athletic FC Reserves, played 17th April 2023.

Decision

The charge be found proven. The Panel imposed upon Mr Williams a 12-month suspension from all senior football and a fine of £125.00. However, 3 months of the suspension and £50.00 of the fine would be suspended and would only be activated should it be proved Mr Williams has committed a further offence contrary to the Regulations Governing Assaults on Match Officials prior to 15th May 2024.  

The Panel also imposed costs of £15.00.


Charge

The charge against Cefn Albion FC with the Disciplinary Offence as set out under FAW Rule 38.1.2 for an alleged breach of the FAW Reserve League Rule 19.1.1 in that the club allegedly allowed Ben Allen into the Technical Area without being named on the Team Sheet for the FAW Reserve League North East fixture Cefn Albion FC Reserves vs The New Saints FC U21s, played on 17th April 2023.

Decision

The charge was found proven. The Panel imposed upon Cefn Albion FC a fine of £25.00 and costs of £15.00.


Charge

The charge against Arron Weaver pursuant to Clause 4.1.2 of the FAW’s Social Media Regulations for the Disciplinary Offence as set out under FAW Rule 38.1.1, for allegedly posting a Tweet on 23rd May 2023 which brought into question the integrity of the match officials.

Decision

The charge was found proven. The Panel imposed upon Mr Weaver a 3-match suspension from all senior football and a fine of £120.00. However, £60.00 of that fee shall be suspended and only be payable should Arron Weaver be proven to have committed a further offence contrary to the FAW Social Media Regulations before 31st May 2024.  

Mr Weaver shall also pay £15.00 in costs.

Charge

Both charges were found proven. The Panel decided that Pontardawe Town AFC shall be fined £120 for each charge, therefore a total of £240. £120 of that total will be suspended until the end of the 2023/24 FAW Academy season and will only become payable should it be proved Pontardawe Town AFC have committed another offence contrary to FAW Rule 38.1.6 prior to the end of the 2023/24 FAW Academy season. The Panel imposed upon Pontardawe Town AFC costs of £15.00.

The charge against Wrexham AFC for the Disciplinary Offence as set out under FAW Rule 38.1.15, in that its supporters, following the conclusion of the match, allegedly had in their possession numerous flares, smoke bombs or other pyrotechnic devices and/or ignited or otherwise set off aflare, smoke bomb or other pyrotechnic device at the Vanarama National League fixture between Wrexham AFC and Boreham Wood, played Saturday 22nd April 2023.

Decision

The charge against Wrexham AFC was found proven. The Panel imposed upon Wrexham AFC a fine of £3000.00 and costs of £25.00.

Appeal

An appeal by Cardiff Airport FC on behalf of Stephen Jones against the decision made by the South Wales FA on 5th March 2023, to find proven the charge of failure to conduct themselves in an orderly fashion or failure to refrain from violence, threatening, abusive, obscene or provocative behaviour, conduct or language, after the match between Cardiff Airport and Pencoed Athletic BGC, played on 4th February 2023.

Decision

The Appeal was dismissed and the sanction imposed by South Wales FA upheld. However, the suspension imposed shall now commence at the start of the 2023/24 playing season. The appeal fee was forfeited.


Appeal

An appeal by Marshfield JYFC on behalf of junior player against the decision made by the South Wales FA to find proven the charge under standard rule 24.1.9 for failure to conduct himself in an orderly fashion and / or failure to refrain from violence, threatening, abusive, obscene, or provocative behaviour, conduct or language and alleged assault on the Match Referee, whilst attending Marshfield JFC U/14 Blue v Cyncoed Athletic U/14, played on 25th March 2023.

Decision

The appeal was allowed and the sanction withdrawn. The Panel decided that the appeal fee should be returned.

An appeal by St. Joseph’s Colts JFC against the decision of the WWFA to impose a suspension of 2 matches in respect of a youth player for playing in the Swansea Corinthian Cup match St Joseph’s v Brynmill on 22nd April 2023, whilst under suspension, contrary to standard rule 24.1.1.

Decision

The Appeal was dismissed and the 2-match suspension imposed by WWFA upheld. The appeal fee was forfeited.

An appeal by Michael Cooling of Afan Lido (now Afan Fire) Ladies & Girls FC against the decision of the SWFA to find proven the disciplinary offence as set out under standard rule 24.1.1, for the alleged failure to conduct himself in an orderly fashion and/or failure to refrain from violence, threatening, abusive, obscene, or provocative behaviour, conduct or language and alleged assault on the Match Referee after being sent off, whilst attending Tredegar Town Women v Afan Lido Ladies & Girls, SWWGL Women Division 1, Rd. 4 fixture on the 12th of March 2023.

Decision

The appeal was dismissed and the sanction imposed by the SWFA upheld. The Panel decided that the appeal fee should be retained.

All three charges against Cwmbran Town were found proven. Cwmbran Town were fined £315.00,  £105.00 of which is suspended until the end of the 2023/24 playing season, and only payable if it is proved that Cwmbran Town FC have committed a further breach of FAW Rule 79 prior to that date.

The Panel imposed upon Cwmbran Town costs of £15.00.

The charge against Kris Hames pursuant to the FAW’s Non-Discrimination Regulations, for the Disciplinary Offence as set out under FAW Rule 38.1.1, for allegedly offending the dignity of a person and/or group of persons and/or any country either directly or indirectly through contemptuous, discriminatory or denigratory words or actions in the JD Cymru South 2022/23 fixture Swansea University v Ammanford AFC played on 27th January 2023.

ii. The charge against Kris Hames for the Disciplinary Offence as set out under FAW Rule 38.1.9, for his alleged use of offensive and/or abusive and/or insulting language and/or improper conduct during the JD Cymru South fixture, Swansea University v Ammanford AFC played on 27th January 2023.

Decision

The first charge against Kris Hames was found not proven. 

The second charge against Kris Hames was found Proven.

The Panel imposed upon Kris Hames a fine of £150.00 and a 3-week match suspension from 21st July 2023.  In addition, a previous suspended penalty relating to a previous FAW Disciplinary Panel finding was ordered to take effect, such that Kris Hames should serve an additional one-week suspension and pay an additional £100 fine.   Therefore, a total match suspension of 4 weeks as and from 21st July 2023 and a total fine of £250.00.  

The Panel also imposed upon Kris Hames costs of £15.00.

Appeal

An appeal by Rogerstone Rangers JFC against the decision of the Newport Junior Football League to find proven a charge against Rogerstone Rangers JFC of playing an ineligible player in the Junior League u16s Cup on 12th February 2023, and to award the match to Caerleon JFC u16s, order a fine of £50 and costs of £25 against Rogerstone Rangers JFC.

Decision

The appeal was dismissed and appeal fee forfeited.

Charge

The claim of Wrongful Dismissal submitted by Wrexham AFC for the sending off of Callum McFadzean for Serious Foul Play during the National League – Premier fixture, Barnet Town FC v Wrexham AFC played on 15th April 2023.

Decision

The Panel determined the claim to be unsuccessful. As such, Callum McFadzean was subjected to the automatic 3 match suspension with immediate effect.

Appeal

An appeal by Penybont FC against the decision of Disciplinary Sub-Committee of the National Leagues Board to find proven two charges relating to breach of Cymru Premier Rule 13 for failing to bring on the required number of youth substitutes in the games against:

(i) Airbus UK Broughton on 3rd January 2023

(ii) Cardiff Metropolitan University on 17th February 2023;

And to deduct 3 points from Penybont FC for each offence, therefore a total of 6 points, from the playing record of Penybont FC for the playing season 2022/23.

Decision

The appeal was dismissed in respect of both charges. The decision of the Disciplinary Sub-Committee of the National Leagues Board to find both charges proven and to deduct a total of 6 points, was upheld.

The Appeals Panel fee ordered the appeal fee be retained by the Football Association of Wales.

ii) The charge against Jonathon Taylor for the Disciplinary Offence as set out under FAW Rule 38.1.1, for his alleged breach of the match suspension imposed upon him on 5th November 2022 under clause 6(e) of the Disciplinary Procedures Concerning Field Offences in League Matches Only for entering the field of play before and/or after the match and/or having immediate contact with Players and/or Club Officials before and/or after the Lock Stock Ardal North West fixture between Denbigh Town FC v CPD Y Rhyl 1879 FC played on 25th November 2022, whilst serving a 3 match suspension imposed on 5th November 2022.

Decision

Both charges against Jonathon Taylor were found Proven.

In relation to the charge (i) Jonathon Taylor was fined £150.00 and subjected to a FOUR (4) MATCH SUSPENSION.

In relation to charge (ii) Jonathon Taylor was fined £90.00 and subjected to an additional THREE (3) MATCH SUSPENSION.

Costs of £75.00 were imposed upon Jonathon Taylor.

The charge was found proven. The Panel imposed upon Prestatyn Town Football Club a fine of £210.00 and costs of £15.00.

The Panel decided that Mr. Jones should also be subject to a THREE (3) MATCH SUSPENSION.

The charge against Carmarthen Town FC for the Disciplinary Offence as set out under FAW Rule 38.1.1 for the alleged breach of FAW Rule 79.1 in that a registered club coach did allegedly approach a registered Haverfordwest County AFC player via social media without first (using the systems and procedures set out by the Association) giving three (3) days’ prior notice to Haverfordwest Country AFC.

The charge was found proven. The Panel imposed upon Carmarthen Town a fine of £180.00 and costs of £15.00.

The charge against James Owen pursuant to paragraph 6(j)(ii) of the Disciplinary Procedures Concerning Field Offences, for the Disciplinary Offence as set out under FAW Rule 38.1.9 for his alleged act of violent conduct towards an opposition player during the Haverfordwest County AFC v Flint Town United FC fixture played on 18th February 2023.

Decision

The charge was found proven.

The Panel imposed upon James Owen a 4 (FOUR) match suspension.

Costs of £10.00 were also imposed in line with the relevant administration charge had the offence been seen by the match officials.


Charge

The charge against a Cefn Druids FC Academy player for the Disciplinary Offence as set out under FAW Rule 38.1.9 for his alleged act of violent conduct towards an opposition player during the FAW Academy North u15s fixture Cefn Druids FC Academy u15s v The New Saints FC Academy u15s played on 27th November 2022.

Decision

The charge was found proven.

The Panel decided that the player should be suspended for a period of 4 matches, in the category of Match Suspension in Academy fixtures at all eligible age groups.


Appeal

An appeal by Brynawel AFC against the decision of the WWFA to:

(i) find proven a charge of allowing David Davies, to act as a coach in the WWFA u16s Cup fixture v Cwm Wanderers on 28th January 2023 although he was not registered as a coach;

(ii) impose as a sanction, the removal of Brynawel AFC u16s from the WWFA u16s Cup with immediate effect and costs of £5.00.

Decision

The appeal was allowed and the sanction withdrawn. Brynawel AFC were reinstated into the WWFA Boys u16s Cup. The Panel decided that the appeal fee should be returned.


Appeal

The Claim of Wrongful Dismissal submitted by Penybont FC for the sending-off of Rhys Griffiths for physical or aggressive behaviour towards an opposing player in the JD Cymru Premier fixture, Newtown AFC v Penybont FC, played on 18th March 2023.

Decision

The claim was rejected and the automatic 4 match suspension which had been imposed was confirmed with immediate effect.  


Appeal

The appeal by Abergavenny Women FC against the decision of the National League Board to find proven:

(i) the charge of failing to fulfil a fixture against The New Saints FC Women on 11th January 2023 and to deduct Abergavenny Women FC 3 points from its playing record for the 2022/23 season and issue a fine of £150.00.

(ii) the charge of failing to fulfil a fixture against The New Saints FC Women on 25th January 2023 and to deduct Abergavenny Women FC 3 points from its playing record for the 2022/23 season and issue a fine of £250.00.

Decision

The appeal was dismissed. The decision of the National League Board to find both charges proven and to impose the sanctions outlined above were upheld.

Decision

The charge against Michael Allan Pritchard was found proven.  The Panel imposed a 3 match suspension.

The Panel imposed upon Michael Allan Pritchard a fine of £120.00 and costs of £15.00.

The charge against Adam Campbell, charged pursuant to the FAW’s Social Media Regulations 4.1.3 for the Disciplinary Offence as set out under FAW Rule 38.1.1, for allegedly posting a tweet which was offensive and/or abusive and/or insulting and/or threatening of a personal nature which was likely to cause offence at any time.

Decision

The charge against Adam Campbell was found proven. The panel imposed upon Adam Campbell a 3 MATCH SUSPENSION and a fine of £120.00.

However, the Panel decided to partially suspend the sanctions imposed until the end of the 2023/24 season. Adam Campbell will serve a 1 MATCH SUSPENSION and be liable to a fine of £80.00. The remaining 2-matches and £40.00 will only be invoked if it is found proven that Adam Campbell has committed a further breach of the FAW Social Media’s Regulations.

Costs of £15.00 were also imposed.

The Panel imposed upon Holywell Town FC a fine of £270.00 and costs of £15.00.

The Panel decided that Port Talbot Town FC would be subject to a fine of £180.00. Costs of £15.00 were also imposed upon the club.

The charge against Airbus UK Broughton FC for the Disciplinary Offence as set out under FAW Rule 38.1.1 for the alleged breach of FAW Rule 71.4, in that the club entered intent to sign Jake Ryan Roberts (Buckley Town FC) via COMET on or around 28th January 2023 but first did not provide Buckley Town FC written notification before entering into negotiations with their Professional Player. 

Decision

The charge was found proven. The Panel imposed a fine of £180 upon Airbus UK Broughton FC, however this was fully suspended until the end of the 2023/24 season and will only be invoked should a further charge relating to an illegal approach be found proven against Airbus UK Broughton FC.

Costs of £15.00 were also imposed.

(i) The charge against Nicholas Maggs of Ynysygerwn AFC pursuant to the FAW’s Social Media Regulations, for the Disciplinary Offence as set out under FAW Rule 38.1.1, for allegedly posting comments on Twitter on 28th & 29th January 2023 relating to a match official, which were offensive and/or abusive and/or insulting and/or derogatory of a personal nature which is likely to cause offence at any time.

(ii) The charge against Nicholas Maggs of Ynysygerwn AFC for the Disciplinary Offence as set out under FAW Rule 38.1.1, for the alleged breach of clause 7(c) of the FAW’s Disciplinary Procedures Concerning Field Offences in League Matches Only for entering the dressing rooms and/or their immediate area and for having contact with the referee during the Ardal South East League fixture Port Talbot FC v Ynysygerwn AFC played on 28th January 2023, whilst serving a match suspension, having been sent off by the referee during this fixture and therefore subject to a match suspension with immediate effect.

Decision

Both charges were found proven. 

In respect of charge (i) the Panel imposed a 3 match suspension against Nicholas Maggs

In respect of charge (ii) the Panel imposed a 2 match suspension, however that this would be suspended for 12 months and only invoked if it is found proven that Nicholas Maggs has breached the terms of any future suspension during the 12 month period.

Costs of £15.00 were also imposed.

The charge against Caernarfon Town FC for the Disciplinary Offence as set out under FAW Rule 38.1.13 for the alleged failure of its spectator(s) to conduct themselves in an orderly fashion or fail to refrain from threatening, abusive, obscene or provocative behaviour, conduct or language towards a Match Official, resulting in a supporter having to be removed from the ground whilst attending the JD Cymru Premier Fixture Aberystwyth Town FC v Caernarfon Town FC played 21st January 2023.

Decision

The charge was found proven. The Panel imposed upon Caernarfon Town FC a fine of £300.00 and costs of £15.00.


Appeal

The claim of Wrongful Dismissal submitted by Newtown AFC for the sending-off of Shane Sutton for violent conduct in the JD Cymru Premier fixture, Newtown AFC v Bala Town FC, played on 25th February 2023.

Decision

The Panel determined the claim to be successful. As such the standard punishment of a 3 match suspension was withdrawn.

Charge

The charge against Carmarthen Town FC for the Disciplinary Offence as set out under FAW Rule 38.1.1 for breach of article 5.1 of the FAW’s Code of Ethics for allegedly falsifying a team sheet by listing a player who was not playing in the FAW Academy South Under 13s fixture Pontardawe Town FC Academy U13 v Carmarthen Town FC played 28th August 2022.

Decision

Carmarthen Town were fined £180.00, with £120.00  suspended until the end of the 2023/24 season and only payable if a similar charge under the FAW Code of Ethics is found proven. Carmarthen Town were also ordered to pay £25.00 in costs.

Both charges were found proven.

Charge

The charge against Wrexham AFC for the Disciplinary Offence as set out under FAW Rule 38.1.15, in that its supporter(s) before and during the match on two occasions  allegedly threw on to the pitch a firework, flare, smoke bomb or other pyrotechnic device during the FA Cup Third Round fixture, Coventry City FC v Wrexham AFC played on 7th January 2023.

Decision

The charge was found proven. Wrexham AFC were fined £3000.00 and ordered to pay costs of £25.00. In addition, a previous suspended fine of £1500.00 for a similar charge was ordered to be paid.

(ii) The charge against Wrexham AFC for the Disciplinary Offence as set out under FAW Rule 38.1.14, in that its supporter(s) on or around the 86th minute of the match allegedly encroached on to field of play during the FA National League Fixture Altrincham vs Wrexham played 4th February 2023.

(iii) The charge against Wrexham AFC for the Disciplinary Offence as set out under FAW Rule 38.1.15, in that its supporter(s) on or around the 86th minute of the match allegedly threw multiple objects onto the field of play during the FA National League Fixture Altrincham vs Wrexham played 4th February 2023.

Decision

All charges were found proven. Wrexham AFC were fined as follows:

In respect of charge (i) Wrexham AFC were fined  £2000.00
In respect of charge (ii) Wrexham AFC were fined £250.00

Appeal

The appeal by Rhosddu United FC against the decision of the North East Wales Football Association to find proven against them a charge that Rhosddu United FC failed to control their players and club officials in the Flintshire Youth League fixture between Buckley Town FC and Rhosddu United Junior u19s played on 25th September 2022.

Decision

The appeal was dismissed. A fine of £225 was imposed, of which £125.00 was suspended until the end of the 2023/24 season. In addition costs of the original hearing of £50 to be paid to the North East Wales Football Association.

Decision

All charges were found proven.  Caersws FC Reserves were deducted 3 points from its playing record for the FAW Reserve League 2022/23 playing season for each FAW Reserve League fixture in which ineligible players were fielded, therefore totalling 12 points. Caersws FC were removed from the Ardal Northern League Cup and Dolgellau FC reinstated into the League Cup.  Caersws FC were fined £250, of which of which £125 would be suspended and only invoked if proved that Caersws FC had committed a further offence of playing an ineligible player before the end of the 2023/24 season.

The charge against Barry Town United AFC for the Disciplinary Offence as set out under FAW Rule 38.1.15, in that its supporter(s) after the match allegedly had in their possession a firework, flare, smoke bomb or other pyrotechnic device and/or ignited or otherwise set off a firework, flare, smoke bomb or other pyrotechnic device during the JD Cymru South fixture Llantwit Major AFC v Barry Town United AFC played 2nd January 2023

Decision

The charge was found not proven.


Appeal

A Claim of Mistaken Identity for Samed De Groot of Llandrindod Wells FC who received a caution for unsporting behaviour  during the FAW Amateur Trophy fixture, Cardiff Corinthians FC v Llandrindod Wells FC played on 19th February 2023.

Decision

The Panel rejected the claim, which was considered a frivolous one. As such, the Panel used its discretion to increase the match suspension from one match to two matches. The appeal fee was retained. 


Charge

The charge against John Palmer pursuant to the FAW’s Non-Discrimination Regulations, for the Disciplinary Offence as set out under FAW Rule 38.1.1, for allegedly offending the dignity of a person and/or group of persons and/or any country either directly or indirectly through contemptuous, discriminatory or denigratory words or actions, via a post on social media, on or around 18th December 2022.

The charge was found proven. The Panel imposed a 10 week suspension from refereeing, 5 weeks of which were suspended for 12 months; a fine of £750.00, of which £375.00 was suspended for 12 months and costs of £15.00. In addition, John Palmer is to attend a Challenging Discrimination in Football workshop.

(i) The charge against Pontypridd United Football Club for the Disciplinary Offence as set out under FAW Rule 38.1.13 for the alleged failure of its spectator to conduct themselves in an orderly fashion or fail to refrain from violence, threatening, abusive, obscene or provocative behaviour, conduct or language towards a match official whilst attending the JD Cymru Premier 22/23 fixture Pontypridd United v Penybont FC played on 23rd December 2022.

(ii) The charge against Pontypridd United Football Club for the Disciplinary Offence as set out under FAW Rule 38.1.13 for the alleged failure of its club official to conduct themselves in an orderly fashion or fail to refrain from abusive, obscene or provocative behaviour, conduct or language towards a match official whilst attending the JD Cymru Premier 22/23 fixture Pontypridd United v Penybont FC played on 23rd December 2022.

Decision

Both charges were found proven. In respect of charge (i) the Panel imposed a fine of £300.00, half of which is suspended for 12 months; in respect of charge (ii) the Panel imposed a fine of £750.00, half of which is suspended for 12 months. In addition Pontypridd United FC are to pay costs of £15.00

The charge against a Pontypridd United Football Club steward for the Disciplinary Offence as set out under FAW Rule 38.1.9, for his alleged use of offensive and/or insulting and/or abusive language and/or behaviour towards a match official during the JD Cymru Premier fixture Pontypridd United v Penybont FC played on 23rd December 2022

Decision

The charge was found proven. The club steward was made subject to a ground suspension for a period of 3 matches and a fine of £150.00. In addition, costs of £15.00 were ordered.

(i) The charge against Abergavenny Women FC for with the Disciplinary Offence as set out under FAW Rule 38.1.1 for the alleged breach of FAW Rule 79.1, in that the club by contacting a player of Caldicot FC on 1st January 2023 did not provide three (3) days’ prior notice to Caldicot Town FC for which the Player was last known to have registered before approaching or negotiating with her.

(ii) The charge against Abergavenny Women FC for the Disciplinary Offence as set out under FAW Rule 38.1.1 for the alleged breach of FAW Rule 79.1, in that the club by contacting a player of Caldicot FC on 11th January 2023 did not provide three (3) days’ prior notice to Caldicot Town FC for which the Player was last known to have registered before approaching or negotiating with her.

Charge

Iwan Williams of Flint Town United FC was charged with three offences:

(i) The Disciplinary Offence as set out under FAW Rule 38.1.9 for his alleged use of offensive and/or insulting and/or abusive language and/or behaviour towards the match referee whilst leaving the pitch after being sent off in the Flint Town United FC v Caernarfon Town FC fixture on 23rd December 2022.              

(ii) The Disciplinary Offence as set out under FAW Rule 38.1.9 for his alleged use of offensive and/or insulting and/or abusive language and/or behaviour towards the match referee in the changing room building after being sent off in the Flint Town United FC v Caernarfon Town FC fixture on 23rd December 2022.      

(iii) The Disciplinary Offence as set out under FAW Rule 38.1.1, for his alleged breach of the FAW’s Regulations set out under clause 7(c) of the Disciplinary Procedures Concerning Field Offences in League Matches Only for having immediate contact with Players and/or Club Officials during the JD Cymru Premier Flint Town United FC v Caernarfon Town FC fixture played on 23rd December 2022, whilst serving a match suspension, having been sent off by the referee during this fixture and therefore subject to a match suspension with immediate effect.  

Decision

The Panel found charges (i) & (ii) proven and charge (iii) not proven. Iwan Williams received a 6 match suspension, of which 3 matches were suspended and only to be invoked if Iwan Williams is found proven of committing any further offence of misconduct involving the use of offensive/abusive/insulting language and/or threatening behaviour towards a match official which occurs before the end of the 2023/24 season. In addition Iwan Williams was fined £200 and ordered to pay £25.00 costs.


Charge

Gary Dewhurst of Connah’s Quay Nomads FC was charged with 2 offences pursuant to the FAW’s Social Media Regulations 4.1.3 for the Disciplinary Offence as set out under FAW Rule 38.1.1, for allegedly posting tweets which were offensive and/or abusive and/or insulting and/or threatening and/or derogatory of a personal nature which is likely to cause offence at any time.

Decision

Both charges were found proven. Gary Dewhurst received a 3 match ground suspension, a fine of £150.00 and was ordered to pay costs of £15.00.


Charge

Denbigh Town FC were charged with 2 disciplinary offences  under FAW Rule 38.1.15, in that the club’s supporter(s) allegedly had in their possession a firework, flare, smoke bomb or other pyrotechnic device and/or ignited or otherwise set off a firework, flare, smoke bomb or other pyrotechnic device during the Lock Stock Ardal North West League fixture Denbigh Town FC v CPD Y Rhyl 1879 FC played 25th November 2022, and also in the Lock Stock Ardal North West League fixture v Bangor 1876 FC played on 2nd December 2022.

Decision

Both charges were found proven. Denbigh Town FC were fined a total of £500, of which £250 was suspended and will only be invoked if Denbigh Town are found proven of any other offence under FAW Rule 38.1.15 committed before the end of the 2023/24 season.

Cwmbran Celtic FC were charged pursuant to clause 8(a) of the FAW’s “Disciplinary Procedures Concerning Field Offences in League Matches only – Players and Team Officials with the Disciplinary Offence as set under FAW Rule 38.1.1, in that the club’s players received 7 cards  in the Cymru Premier Development League South fixture, Carmarthen Town FC Development Team v Cwmbran Celtic FC Academy Premier played on 15th January 2023.

Decision

The charge was found proven. Cwmbran Celtic were fined £90.00 and ordered to pay £15.00 costs.


Charge

Taffs Well were charged pursuant to clause 8(a) of the FAW’s “Disciplinary Procedures Concerning Field Offences in League Matches only – Players and Team Officials” with the Disciplinary Offence as set under FAW Rule 38.1.1, in that the club’s players received 6 cards in the JD Cymru South fixture, Swansea University FC – Taffs Well FC played on 14th January 2023.

Decision

The charge was found proven. Taffs Well were fined £225.00 and ordered to pay costs of £15.00.


Charge

Abertillery Bluebirds FC were charged with the Disciplinary Offence as set out under FAW Rule 38.1.1 for the alleged breach of FAW Rule 79.1, in that the club contacted a player of Aberbargoed Buds FC on 8th January 2023 without providing three days prior notice to Aberbargoed Buds FC for which the Player was last known to have registered before approaching or negotiating with him.

Decision

The charge was found proven. Abertillery Bluebirds were fined £150 of which £100 was suspended and will only be invoked should Abertillery Bluebirds be found proven of any other offence under Rule 79 committed prior to the end of the 2023/24 season.

An appeal by Canton Liberal FC u16s against the decision of the SWFA to find proven a charge for the disciplinary offence Standard Rule 24.1.9 for the alleged actions of the coach/players leaving the pitch causing the abandonment of the SWFA u16s Boys Cup fixture between Penydarren BGC and Canton Liberal on 1st October 2022.

Decision

The appeal was dismissed. The Panel ordered the fixture to be replayed at a neutral venue, behind closed doors, officiated by four SWFA Officials.

The appeal was dismissed. The Panel ordered the appeal fee to be retained.

Colin Caton of Bala FC was charged pursuant to the FAW’s Social Media Regulations for the Disciplinary Offence as set out under FAW Rule 38.1.1, for allegedly making comments which questioned the integrity of the match official appointed as referee at the JD Cymru Premier 2022/23 fixture Cardiff Met University v Bala Town FC played on 19th November 2022.

Decision

The charge was found proven and Colin Caton received a 3 match suspension, a fine of £150.00 and ordered to pay costs of £15.00.

Clayton Green was charged with the Disciplinary Offence as set out under FAW Rule 38.1.9, for their alleged use of offensive and/or insulting and/or abusive language towards the match official during the JD Cymru Premier league fixture Pontypridd United v Newtown AFC, played on 14th October 2022.

Decision

The charge was found proven and Clayton Green was given a 2 match suspension, suspended indefinitely; in addition a warning as to his future conduct towards match officials was given, a fine of £100.00 and Clayton Green was ordered to pay costs of £25.00.

Airbus UK Broughton FC were charged with the Disciplinary Offence as set out under FAW Rule 38.1.13 for the alleged failure of the club’s spectator(s) to conduct themselves in an orderly fashion or fail to refrain from threatening, abusive, obscene or provocative behaviour, conduct or language towards the match official whilst attending the Genero Adran North Fixture, Wrexham AFC Women v Airbus UK Broughton Women, played on 13th November 2022.

Decision

The charge was found proven and Airbus UK Broughton FC were fined £120.00 and ordered to pay costs of £15.00.

(i) The charge against Cwmamman United AFC for the Disciplinary Offence as set out under FAW Rule 38.1.1 for their alleged breach of article 5.1 of the FAW’s Code of Ethics for allegedly falsifying their team sheet by using the name of a player who was not present in the squad in the FAW Reserve League Southwest fixture Ammanford AFC Reserves v Cwmamman United AFC played on 25th November 2022.

(ii) The charge against Cwmamman United AFC for the Disciplinary Offence as set out under FAW Rule 38.1.2 for an alleged breach of the Cymru League Reserves Division Rule 12.1 for allegedly playing an ineligible player in the FAW Reserve League Southwest fixture Ammanford AFC Reserves v Cwmamman United AFC played on 25th November 2022.

Decision

The charges were found proven. Cwmamman United AFC were deducted 3 penalty points from their Reserve League record, ordered to pay a fine totalling £200.00 and costs of £15.00.

(i) The charge against Bala Town FC for the Disciplinary Offence as set out under FAW Rule 38.1.1, for the alleged breach of Article 5, Paragraph 1 of FIFA Regulations on the Status and Transfer of Players and/or an alleged breach of FAW Rule 55, in that the Club allegedly played an unregistered player in the following fixtures:
• Flint Town Academy U12’s v Bala Town Academy U12’s, in the FAW Academy North Under 12’s League, played on 28th August 2022;
• and Flint Town Academy U13’s v Bala Town Academy U13’s, in the FAW Academy North Under 13’s League, played on 28th August 2022.

(ii) The charge against Bala Town FC for the Disciplinary Offence as set out under FAW Rule 38.1.1, for the alleged breach of Article 19, paragraph 4 of the FIFA Regulations on the Status and Transfer of Players, in that the club allegedly played a player, before FIFA’s Players’ Status Chamber of the Football Tribunal had approved the player’s transfer.

(iii) The charge against Bala Town FC for the Disciplinary Offence as set out under FAW Rule 38.1.1 for the alleged breach of appendix 2, article 11.1 of the FAW’s Academy Competition Rules 2022-23 Under 12 & 13 Age Group, in that the club allegedly played a player whilst unregistered with the club in the following matches:

• Flint Town Academy U12’s v Bala Town Academy U12’s, in the FAW Academy North Under 12’s League, played on 28th August 2022;
• and Flint Town Academy U13’s v Bala Town Academy U13’s, in the FAW Academy North Under 13’s League, played on 28th August 2022.

Decision

All charges were found proven. Bala Town FC u12s and u13s team were each deducted 3 points from their playing record in their respective leagues. In addition Bala Town FC were ordered to pay total fines of £380.00 and costs of £15.00.

The appeal by CPDM Y Felinheli FC against the decision of the Adran North to deduct 3 points and impose a fine of £50 for not fulfilling their fixture v Llandudno Ladies FC on 27th November 2022.

The appeal was dismissed and the original sanction of a 3 point deduction and a fine of £50 stands. The appeal fee was retained.

Stephen Lane of AFC Llwydcoed was charged with the Disciplinary Offence as set out under FAW Rule 38.1.9, for his alleged use of offensive and/or insulting and/or abusive language and/or threatening behaviour towards the referee after being sent off during the FAW Reserve League South Central fixture Pontypridd United Reserves v AFC Llwydcoed Reserves played on 12th November 2022.

Decision

The charge was found proven and Stephen Lane was given a 3Match Suspension of which 1 match is suspended until 31.12.2023; in addition a fine of £120 was imposed, £60 of which was suspended until 31.12.2023 and an order for costs to be paid.
