
Tom Owen has been appointed as the Fourth Official for the UEFA Under-17 EURO Final between Belgium and Italy in Tallinn, Estonia on Sunday 7 June.
The achievement sees Owen become the first Welsh male Referee to be appointed to a UEFA final for 40 years, since Ron Bridges was the Referee for the UEFA Under-21 EURO Final in 1986.
Owen, from St Asaph, has been the Referee for three matches at the UEFA Under-17 EURO tournament so far – including the Semi-Final between Italy and Spain – as well as one appointment as Fourth Official in the Group Stage.
The 34-year-old has been a FIFA Match Official since 2021, while officiating in the JD Cymru Premier for the last decade. He was also appointed as the Referee to the 2025 JD Welsh Cup Final.
“To be appointed to a UEFA Final is something every referee dreams of, so I’m incredibly proud and honoured to receive this appointment,” Owen said.

I’d like to thank UEFA, the FAW, my colleagues and everyone who has supported me throughout my career. I’m looking forward to enjoying the occasion and helping contribute to a successful final.”
